Boris Johnson Has Failed To Defend The Realm
Boris Johnson has failed in his primary obligation to defend the realm of Great Britain. We make this accusation knowing that he was warned of the threats in our Now Or Never Defence Review of 2020. However, the mistake has been compounded by failing to instantly, on the day of the Ukraine invasion, enact an emergency wartime spending programme of 5% on defence. This was made worse by waiting to make any announcement until the autumn budget in March, unlike Germany that moved swiftly in recognition of the clear and present danger. Johnson's failures have been severely compounded with the evidence that WW3 started with the invasion of Ukraine (Has WW3 Started With The Battle For Ukraine?).
The Case Against Johnson
Global Forecaster has been warning that following the March 2020 low in oil and other commodities, not only would commodity inflation become uncontrollable, but it would trigger WW3 with Russia and China, as the drumbeat of the commodity cycle beat its tune to war. It was a warning that dated back to the genesis of Breaking the Code of History. We were so concerned that, after the 2015 defence review that dismembered the British armed forces, we wrote our Global Forecaster version A New Model For Britain’s Defence Forces explaining what we believed should have been implemented and passed it through the Cameron Government without any response.
Five years on and the security situation for Britain had worsened immeasurably due to the rearmament programme of China and Russia and their hostile intent was manifest. Our assessment that the Wuhan pandemic originated from a PLAN weapons laboratory only deepened that assessment. Thus, in autumn 2020, we published Now Or Never, the Global Strategic Defence Review 2020. It was designed to influence Johnson’s Government to wake up to the perilous situation Britain was now in from Russia and China, and to argue for an emergency defence spending increase to 5% in a last-ditch now or never moment, to save Britain from being engulfed in WW3. Through our many channels, we were successful in getting copies into the senior decision-makers in:
- The MOD – heightening that our military capability was all but ineffective in all aspects of war and that we need new and rapid innovations to have any basis of deterrence
- The Treasury – that investment in a large Royal Navy commensurate with a rising global maritime power was not a cost but that it would return up to 9X the investment in an increase to GDP brought about by increased trade relationships
- No. 10 and Boris Johnson – making the stark warning that if he failed to increase defence spending he would be failing in his primary responsibility to defend the realm.
None of these government departments made contact with Global Forecaster. Then, out of the blue on 19 November 2020, the PM made the statement to the House on the Integrated Review that recommitted the Conservatives to defence. In his speech he used numerous phrases and concepts that were not prevalent in the public domain but were in the Now Or Never report. There could be no doubt that Now Or Never had catalysed the PM into action.
However, when the review was announced in 2021, it was a total disaster. Bombast words that covered up the destruction of Britain's ability to defend itself signalled to our enemies, Putin and Xi, that as a leading NATO military power, Britain had continued to make itself helpless. Aggression and war are the inevitable consequence.
In a further desperate attempt to wake up our sleeping UK and Western governments, we wrote Red Lightning: How The West Lost WW3 in 2025. When NATO pulled out of Afghanistan, we further warned that the crystallised failed pilot war (defined in our The Theory of Warfare) would beget conflict with Russia and China within 12 months. Then, to add insult to injury, only four months ago, in November 2021, in front of the Defence Select Committee Boris Johnson had the temerity to say it is Now Or Never for the UK armed forces, using the title of our review, but at the same time claiming the very opposite that the age of big tank battles in Europe was passed. This is a risk we had specifically highlighted if we removed our armoured division from our line of battle (Now or never Boris quote Government urged to increase defense spending in wake of Ukraine invasion).

I am delighted to present my Now or Never: Global Forecaster UK Strategic Defence Review 2020, which I sincerely hope will inform you of the clear and present threats Britain faces and stimulate action to secure our island home from attack, whilst simultaneously stimulating our depressed economy to new and significant growth. In a world consumed by the pandemic and its self-imposed economic impact, you might wonder why defence is such a critical issue. Whilst struggling to optimise our response to the pandemic, we risk being distracted from a much greater existential threat to our nation.
We have all experienced or observed the behaviour of bullies, aggressive opportunists who seek to intimidate with words and jibes that diminish and control, much like we see in a playground. These bullies may also choose to escalate their hold by suggesting or using physical violence. Most importantly, all bullies are predators and as such will exploit any weakness, but avoid the strong, who might defend themselves and inflict harm upon them in return. In the geopolitical world, words and jibes equate to cyber-attacks, manipulation of social media, and physical intimidation and attacks to open warfare. Playground gangs are very similar to defence and security alliances.
Putin is a classic bully. Russia is not overtly expansive, due to its negative demographics, but Putin is aggressive and opportunistic. As such, British and Western weaknesses will be punished at a moment of friction, unless we raise our awareness and strengthen our defences. China, however, is a super-bully: strong, fast, increasingly powerful and until now, patient, who will take on even the strongest nations in time, to seek total global domination. Only maximised national strength coupled with strong alliances will be able to stand up to this ‘super-bully’. Thus, Britain faces a critical moment of decision. A now or never moment.
